Kelsey Hulse leads Propolis Communications, drawing from more than 15 years of strategic communications experience in infrastructure, energy, and the outdoor industries. She is known for her strategic approach, clear communication style, and cheerful persistence as she pursues wins on behalf of the clients she represents. She has experience working with and within large and small organizations and as an outside consultant.
Kelsey has represented a variety of public and private sector clients before the Washington State legislature and Washington State agencies. She develops trusted partnerships with legislators, staff, and stakeholders that facilitate successful results.
Prior to her time as a contract lobbyist, Kelsey worked with Washington’s largest investor-owned utility. There she represented utility interests before local governments in Kitsap, Lewis, and Thurston counties, including collaborating on the development of municipal planning documents, supporting land use negotiations, and facilitating emergency event response and coordination. She later led tribal engagement for the utility, developing enterprise-wide tribal relations and cultural awareness training and building relationships with tribal governments across the service territory. She partnered with tribal governments on issues related to transportation electrification, solar grants, and the organization's first clean energy implementation plan.
Kelsey has extensive experience in marketing, business development, and fundraising. She has helped everyone from infrastructure engineers to nonprofit executives hone their strategy and messaging to connect with their audience and achieve their organizational goals.
She is a foodie, fermenter, and honeybee enthusiast who serves her community on the boards of the Thurston Chamber of Commerce and the Nisqually Land Trust.
